NK could of had the upper hand if the USSR would have revealed that they knew the USA had Missles In Turkey. But, the USSR was so secretive that they never went public. The international community believed the USSR was the aggressor. Even though, the USA started it first . The USA would have been forced to go "tit-for-tat" rolling back missle sites.

I'd say it was Kennedy, but not because he was some master strategist or tough guy. He folded like a cheap tent when it was nut-cutting time.
It was Kennedy's administration that let it be known that they would sell out Turkey. It was the American public that wasn't made aware that we screwed Turkey. It was the American public that were made to think that our president was nails tough on them Ruskies, when they actually played him like a fiddle at a square dance.
The advantages of being a liberal democrat with the media goes back further than Obama.

You can't "not allow the CMC", it happened. Now if you are asking who was more responsible for not allowing it to escalate into nuclear war, I believe JFK as he gave Nikita an out to save face in the USSR.
