You need to re-read my post. The police was formed because of industrialization and an increasing population. Theres always been crime and always will be.

Sheriff's, constables, night watch. Local militia. We're all ideas brought over from England with the colonists. The idea that there wasn't some sort of organized law enforcement is hilarious.

Gravy won by just the simple fact that a Baton Rouge council member legitimized him enough to have a debate on Facebook with him. Delgado should have never responded and acted like Gravy isn't important enough to debate.
