Honestly, I don't even think the jogger meant to kill the dog. He probably didn't realize that he kicked as hard as he did and that it could kill a dog that size
or the dude is a fricking a-hole.

You obviously haven't read the posts about an illegal action taken by the pug's owner and people defending their actions, which were against the law

Car tried to stop, hit it square, the dog rolled a little, got back up and ran back to the house. Only real damage was it lost a tooth.
Many other friends have them and I've player with them enough to be able to tell that they are built pretty damn tough and it would take one hell of a shot to the face/neck area to take one out.

wouldn't matter. if the guy kicked my dog and killed it, he would never walk again. I'd greet him the next day at the same corner with a bat and crush his knees "Paulie 'Walnuts' Gualtieri-style" (Sopranos). I'd get sued, but the dude would never lift his legs again without thinking of me.

I recently had 2 small toy dogs (shih Tzu? & something) barking & circling me ,but I simply looked ahead & kept walking as bystanders pointed & laughed.
They eventually got tired after I left 'their space' & left me alone.
They are a little annoying/humorous ,but no serious threat. I understand some people fear dogs ,but this guy was being spiteful.

Sounds like your friend is in the same boat as the person in the story, negligent.
I have no problems with dogs on a leash. I've been bitten by dogs not on a leash. That's why it's illegal and should be., regardless of the size of the animal or it's mouth.
