Job Interview Question...

I went through the entire interview process with a company and at the end of it HR told me I was the candidate they wish to hire, but due to business reasons they aren't able to move forward for about three to four weeks. She also said that she understands that they run the risk of losing me b/c I'm interviewing with other companies as well. During the entire process I've established a great rapport with the hiring manager and have text him with any questions I had. It's been two weeks now since our last communications. Do you think it's ok to contact HR or the manager just to check in to see how things are going and also to let them know I'm still interested in the position or should I just wait to see if they contact me? Because of the rapport I've built with the manager, I'm leaning to just sending him a casual text to see how things are going.

Yes. Be assertive to convey your interest. 2 weeks is plenty of time between communications so as not to appear desperate.

They don't have budget for you is what this generally means or they put a hiring freeze in place.
I would continue looking for other opportunities as plan b and c but keep in touch with this company and keep in good terms. This is business so they understand or should if you get scooped up.

Reach out. If it's a major company they are subject to Their P&L and sometimes departments are forced to delay hiring.

If there are any females involved in the hiring process, email to them some Cock Pixs.
That will kinda put you ahead of the rest of the applicants.
If, due to some constraint, you need to use pictures from the Web, make sure that they are of an appropriate racial phenotype which matches you.

That 3-4 weeks could easily turn into a year and the hiring manager probably won't make that call. It will be someone above him doing budgets and revenue forecast.

Go ahead and reach out. It's fine. However, don't be miffed if there aren't any responses.
Doesn't mean that you may not be hired later, just the company probably needs a lot of different people's approvals, etc. to hire someone. And in the meantime, the HR typically doesn't speak much.

HR departments are just like women, they say they want to handle things but they really want a strong man to take charge. Just give them a call and firmly, yet gently, tell them you'll be starting tomorrow.
