People getting back and forth from Baton Rouge to New Orleans is not worth that kind of expense.

There was a recent engineering competition at aTm focusing on the use this kind of system in Texas. Lots of business people frequently travel between their major cities. I could see this working there.
The Eastern Seaboard already has a decent commuter train system, but this could work there as well.
