If your interpretation of that statute is correct then tell me who won the powerball from Louisiana on July 31, 2010 "H & N Family Partnership". It's not registered with the Secretary of State. Or the Duchess Trust, Feb 12, 2005.

If you win the lottery go see a good lawyer and don't claim it yourself. You can stay anonymous.

Move to the Hamptons, Orange County or Palm Beach.

No thanks. I'd have a house on about 500 acres in Wyoming or Alaska which would be my primary residence, a nice condo in Florida and a house in BR near LSU for football games and family visits. The elites don't really impress me.

I would have my attorney go pick it up. But I don't play the lottery either
The attorney would have to disclose who he's picking it up for.

I'd buy a sailboat (a big sloop) and spend the rest of my days sailing around the world and exploring.

I'd bring 1-2 of my closest friends and I'd only ever contact my immediate family through fb messenger or skype.

I'm guessing those legal entities were simply not registered in the state of Louisiana. I'm not searching the other 49 states for you, though. The statute is pretty clear, though. Just because the lottery corporation chooses not to publish the names doesn't mean they weren't required by law to disclose the names to the lottery corporation and that those names would be public record per that statute.

If you win the power ball in Louisiana do you have to collect it in La or could you just claim it in a state that allows for anonymity? I'm guessing no bc of taxes

But you don't register a trust.

(And a Trustee is a natural person for purposes of the statute).

I believe the state lotteries have the right to publicize but don't always do it. However, if someone files a public record document request, the lotteries may be legally required to disclose the names.

ETA: One of the reasons that they need the winner(S) names is for tax reasons. Most lotteries require that anyone who wins over $600 must supply a government issued I.D. (drivers license) and their social security card. There is a 25% automatic federal withholding and most states require a withholding at a rate close to the maximum income tax rate. They'll also give you a W-2G right there.

The state lottery sells the ticket. So you must cash it in the state you bought it -- even a $1 winning ticket for Megamillions and Powerball. Also, most states fully tax the winnings regardless of where you actually reside -- they view it as the winnings are "sourced" in the state where the ticket was bought -- the state of residence will typically give a credit (nonrefundable) for the taxes you pay to the other state. So, you can't win in a state like New York that has huge taxes, but move to Florida (or another state with no income taxes) to get out of taxes. New York will still tax (and withhold from) the winnings.

There are some states that do not tax lottery winnings at all. I know that California (believe it or not) is one of those states. I believe Pennsylvania is another.

Not really.

Although, if you really hit a big jackpot, you may be able to trade a reduced payout for anonymity.

Louisiana doesn't require you to do publicly, although it is public record. The Louisiana Lottery will put out a news release if you win, but it will only include name and city you live in. Gotta be transparent.

The name is public for public integrity - if the name is anonymous, how do you know it is not someone connected with the lottery who won?

People who are employed there or their contractors can't make a claim.

I would change my name before collecting.
Change it back after collecting.

Possibly? Under what authority are you suggesting this? It's certainly not possible in LA if you want to collect winnings. You can do that after collecting winnings, but not before.

Wrong

Probably form an LLC to claim the money. I damn sure wouldn't want anybody to know I'd won.
Then move to an area with people that'd make me look like a pauper.
