As a practical matter, these kind of asinine laws require written consent to affirmatively prove she said "yes"

Kirk Watson is a good state senator, but he is off on this bill.
That's one of the problems with sexual incidents on campus, they already go hard after the accused and are guilty in the court of public opinion from the get go.
The real reform needs to come with repercussions for the false accusers. Not only have they destroyed the person they accused but they have made it harder for the real victims of sexual violence.

A couple of colleges already use this standard, and it is idiotic.
A woman unzips your pants and starts fellating you but did not get a "yes" from you - she's engaged in non-consensual sex.
I've seen a college disciplinary case where the girl hopped on top and rode the guy, then claimed "non-consensual" because the guy never asked for verbal consent.
