I find this argument disingenuous, frankly. In 1820, Los Angeles was a mission town in Mexico with a population of 650.
Sure, it has been a place since the 1700s, but it was literally a mission, some indians, and some farmers for the first 100 years. Can't really make an argument that this period counts for LA's development as a city.

True, but you should mention that Los Angeles proper had 1 million 40 years before Houston proper, and basically 2 million 50 years before Houston did...

L.A.'s climate is definitely a factor for its rise. It's a main reason the movies located there.

I live in LA and entirely agree with this.
The sand can't hold a candle to the Gulf Coast beaches (much less the Bahamas), as they have the consistency of mud. Moreover, people let their dogs poop in the sand constantly, making it even more disgusting. Large sections are just completely paved over.
Also, pollution from LA city storm and sewage drains is dumped right into the ocean. Even if the water wasn't freezing, it wouldn't be smart to swim in.
The only nice thing about LA beaches are the cliffs around Rancho Palos Verdes . Otherwise, I tell people to go to San Diego or stick to a pool.
