Barking dogs are terrible. It's owner is terrible. The owner will likely have out of control kids and complain about it.
Sometime you have to take things into your own hands. Teach them who is alpha.
This thread, and all the downvotes you are getting, is just further proof that cats are better domestic pets.

To sharpen my throwing skills before football season starts I use stray cats in the neighborhood as targets. If you can hit a running Tomcat you can hit anybody open.
