The Trooper has to witness a traffic violation to have PC to stop the vehicle. A caller is not enough PC.
I understand that but when 911 tells you multiple people have called in, why not just pull it over?

Is it possible they just didn't have anyone close enough or available to respond? Its not out of the ordinary to only have one Trooper within a county.
The district headquarters is in Pesotum. You can see it when passing and there were 20 squad cars in the parking lot. State police take their vehicles home so that means they were there at the building.

This happened about two months ago: I was driving on 310 in between the airport and luling bridge. Some poor old baw was broke down on the elevated highway, had his hood up and was obviously in a bind. I shite you not, a trooper was parked literally 50 feet in front of him, completely ignoring him and shooting speeders instead.

Because the officer has to observe a violation and get PC to stop.

Pool units? Maybe they were busy with something and could not leave the office?
I dunno. Just throwing somethings out there.
Maybe they just didn't like how you ordered them to have a unit waiting.

How do you know the trooper hadn't already checked on him and was told he had help on the way.

Sorry for doing their job for them. It's called reporting a crime. There are tons of these road sign things that say report drunk driving or wreckless driving. Maybe that's why Illinois is so broke they buy all these signs but don't utilize the tips.
And the situation in Ohio was that the cop probably thought hey it's cold out and Indiana can deal with this problem.
It's called complacency and people die because of it.

And this whole cops need a reason to pull someone over is BS. They couldve pulled over the semi as a wellness check to see if he hasn't over drove or isn't falling asleep

Snitches get stitches.

Well people die too because of idiots

Ok. but most rather would witness the PC for themselves.

Seems it would be safer to then get behind the disabled motorist and provide flashing lights to warn other drivers, instead he used the broke down vehicle as a blind to catch revenue.

I dunno?
Where the vehicle was sitting did it need a marked unit with flashing lights to warn motorists?
Was it a hazard? How much traffic passing by it?

If I was a trooper I'd jump all over the opportunity to park my arse behind a broke down vehicle and dick around for a while. It beats pulling over some colored Christmas lights with an outstanding recall who's refusing to go back.

Wrong.
PC is for an arrest. Reasonable suspicion is all required for a stop.

on the 310? any vehicle on the bridge on the shoulder is a potential hazard. I always thought the police pulling people over on the bridge were causing a more dangerous situation than the speeders themselves.
