This a head scratcher for sure. It was probably a TD last night or early this morning and the NHC went from 0% to 40% to 70% today before finally giving in. It is almost like they were trying to wait it out and not have to start advisories on it since it has been over land all day.

I'm not so sure. Looking at metars, it doesn't appear to have a closed circulation until about 00z... two or three hours ago

This loops goes back to 09z and appears to show west winds. I think the main thing holding it back earlier was sustained convection near the LLC.
