Do you have any of her friends number? Invite them all to do something and just drop the target's name in the invitation.
And then from then on be sure to use the D.E.N.N.I.S. system.

It's always easiest to get the number in the context of it being bundled with an invitation for something coming up

I would suggest mailing her with a pre-paid envelope asking her for her phone number. Maybe have inside a surprise gift like a lolly pop, bed bath and beyond coupon, or a condom or so.
