I can't speak to other majors, but at least for engineering the profs I had didn't care if everyone turned in the same homework.
They didn't care either when the whole class got a 37 (out of 100) test score average and the majority of the class dropped the next day, because there wasn't a curve.
It goes both ways.

I used old tests to study for Stahl's econ class. I suppose that's technically cheating. Never went to one class except test days and got a B.

Disagree. I knew someone who used another students ID to take an exam in the downstairs computer lab east of Middleton. That was Fall/2009. The person working at LSU either didn't look at the student ID or didn't care.

A few classes had old tests that made up maybe 75% of the new test.
Not sure if that is considered cheating.

When I say answers I mean it showed you the equations used in each problem. The numbers you got were random so no one had the same problem. Still took 4-5 hours to figure them all out

Using old tests, online solutions, ect. isn't cheating in my book. Why would you not use that stuff? If you don't use any material while actually taking the test then it is not cheating. Why would you not use all of your resources to maximize efficiency and being as prepared as possible?
With that being said, I never really cheated. I didn't look at any prohibited material while taking the test because getting caught is not worth it.

If you teach your class correctly, and test on whether the students understand the material, it is difficult to cheat.
If the test focuses on how people remember stuff, then your students can cheat.

by the upper level classes, pretty much everyone got together to work on homework assignments...not sure how anyone would get it all done on their own.

Not much but one or two classes to cheat on in landscape architecture. Studio classes generally don't lend themselves to reusing old tests

Only cheated in Biology by purchasing the exams from a grad student helping the prof. I still had to learn (memorize) the stuff, so really it was only sorta "cheating." ... Didn't affect me since I didn't major in nor do I work in that field. ... I think, tho, if I had needed to cheat to pass the courses in my major, I would've changed my major.
