How do you increase development/ improvement/opportunities in NBR, without gentrification?

Should wealthy people just open up their wallets and give money away to the tune of millions?
Because if you improve property, property value goes up (duh).
If property value goes up, poor blacks can't afford to live there anymore.
End result, gentrification.
Is the only way around this by just giving poor blacks millions, and hoping they un-frick their own neighborhoods?

It doesn't happen without gentrification. There is no way to improve the area without rents increasing.

First, white people need to recognize that they stole all the resources during slavery and Jim Crow.
So the only way to fix it is for white people to leave their jobs, leave their homes, and to give a large portion of their wealth (not all of it) to black families.

Education... without gentrification it has to come from within NBR, and the only way that happens is if NBR residents actually embrace education and honest work and improve it themselves.

If black people improve their neighborhood and raise property values it's "revitalization"
If white people improve a black neighborhood and raise property values it's "gentrification".
Their plans to revitalize and improve neighborhoods while keeping property values stagnant is something that doesn't exist in the real world.
