I'd be pissed too. What's the point of paying high HOA dues for private amenities if they're going to open it up to the public for a small fee who don't care about trashing up the place because they don't live there.
$4.37 per day ($133.00 per month) probably will not get you a Starbucks.
$16,000 per year is a "high" HOA annual amount.
If someone is paying $1,600 per year, they can't expect great things out of their HOA.
