Rolling as in the moto cops hold up traffic only until the motorcade passes and then they run up to the next intersection continuing forward. It's not a full out everything shut down but rather "rolling" with the motorcade.

The Sheriff just bought those two helicopters with our tax dollars. I don't see any good reason they didn't just fly them out there.

I use it religiously. Has me getting off I-10 as soon as I get off Basin. I make this drive often and it seems more times than not I exit off of I-10 to avoid some traffic issue.
