There's enough ambiguity in laws and officer discretion to allow creative cops to arrest anyone. Anyone.

At the very least, he'll have a great story to tell. He was arrested in the Free Speech zone for expressing himself which lead to a civil rights intimidation charge.
Of course, I'm fairly certain it won't stick. However, I'd be worried about what the school will do. Then he'll need to sue the school to reverse/avoid being disciplined or possibly expelled.
