Have had this same scenario happen at a POLICE range twice during public hours.
You call range hot and everyone acknowledges but there is always that one idiot running up and doing quick draws from 5 yards.

That long haired guy turns back to check out what's going on and then goes back to facing his target. All while the wheel chair guy with a shaky hand is shoved through the pile of casings shooting from behind everyone with shots flying right past the line of people.
