Milwaukee and St. Louis. It obviously doesn't apply to everyone, but it has applied to many.

I've also heard stories going the opposite direction and have seen news stories about promising young black athletes who have been effectively shielded from much of the rougher parts of their neighborhoods by the very same guys who would have otherwise indoctrinated them into gang culture because these young black had a chance to get out and make something of themselves.

It's at least an interesting discussion and, unfortunately, one a white man like myself will have very little to add to it other than anecdotes he has heard from his few black friends.
