They have two types of PayPal cards, a visa one and a non visa one. The clerk was not sure if the non Visa PayPal card was discounted.

Just ran to my local Fred's and they didn't know what I was talking about. I also googled it and can't find anything about it. Must be a local thing

I cannot find evidence that this is real. Ive called three Freds and they have no idea this exists. Their weekly ad is available online and I have viewed it for three different states. There are very few differences, but the picture you posted does not exist on the online ad.

It is extremely rare to get a discount on a gift card - especially one of a 20% magnitude. The only place that sells discounted gift cards on the regular is Sams- and usually its something like $50 for $48.

Here is my receipt from today and the image above of the Bass Pro Shop cards are real, that is a co-worker of mine. The image in the OP is one I took at the store.

Another co-worker bought $300 in ebay cards and $300 in Amazon cards

Hammond store said no

Slidell store had no idea what I was asking, they said yes 25% of the gift cards. I'm guessing that is incorrect
