Off the top of my head some of the best:

Tioga Road in Yosemite
Beartooth Highway in Yellowstone
Pacific Coast Highway, especially going north from San Fran up to Oregon
Million Dollar Highway Colorado
Going to the Sun Road Glacier National Park
Road that goes through Zion National Park
Bunch of Roads near North Rim of the Grand Canyon
Pikes Peak
Roads in Denali

Local to me:
Blue Ridge Parkway especially southern sections
US441 through the Smokies
Cherohala Skyway just south of the Smokies
Parson's Branch flowing into US129 in the Smokies/border of Smokies
US64 Franklin to Highlands North Carolina

US 129 The Tail of the Dragon between Tennessee and North Carolina.

Tail of the Dragon is a store located on the North Carolina side of the border. It's the Dragon.

I saw you mention 3 state 3 mountain as well. I usually do cycle support for both of these. Look for a blue BMW GS if you are at one next time, it may be me.

Moab-Kanab-Grand Canyon

Kelso, CA to Palm Springs

Appalachian Parkway

All around the perimeter of the Big Island (Hawai'i)

Most of New England when it is not snowing or raining.

I-10 EB where it narrows down to one lane coming off the Mississippi River Bridge.

Yes...there is a store called The Tail of the Dragon...but the road is also referred to as "The Tail of the Dragon"...we often shorten it to "The Dragon"...

A few closer drives that are pretty good day trips:
Hwy 7 in Arkansas
Highway 309 up to Mt. Magazine in Arkansas is a great ride.
Hwy 246 and 88 are pretty nice rides running east-west through the Ouachita's in central Arkansas.
Long Leaf Vista in Kistatchie National Forest near Gorum La.
None of these are like the other places everyone mentions, but make for a nice back country rides within a few hours of south Louisiana.

AU to UGA is hideous country.

Agreed, it's mostly Atlanta. Go north and do something like Dahlonega to Hiawassee via Suches and then you have a fun drive.

Of the ones I have done:

Miami-Key West. When you come across Card Sound and the sawgrass gives way to the blue water is just beautiful.

Denver to Utah via I-70. Cross the Divide, the drive through Glenwood Canyon and then crossing the San Rafael Swell in Utah is otherworldly.

Nags Head to the Ocracoke Ferry docks. Once the road runs into the national seashore area and you have dunes and water around you, you feel like you are all alone.

Bozeman to West Yellowstone (US 191). A great introduction to the Yellowstone ecosystem.

Utah Highway 12 (I think) through Red Canyon on the way to Bryce Canyon NP.
