It is more a comment on how people process info. He either saw the story on the site itself which sports such headlines as "The Queen Delivers Her Annual Christmas Speech; Gives Shout-out To Billy’s Boudin & Cracklin", or he saw the story somewhere else and blindly accepted it as truth. I think that is enough to wonder about how stupid he is.

There's no need for a loop. Unlike Lake Charles and BR, interstate does not pass right through Lafayette. I49 makes much more sense.

The answer is because I-49 IS going through the city. Thus the request for a loop. Instead the STATE has decided it is better to put an elevated highway OVER the Thruway to bypass the city for the interstate.
The genius is not relegated to Lafayette residents alone.
