The location has nothing to do with it. It is because it was in public in front to of children. This is a much better application of the registry than a guy that pees in some bushes at Mardi Gras.

You are a effing moron. This is one of the main reasons why sex offender registry is highly ineffective according to every study out there.

When 2/3 of sex offenders on the list are non violent/future threats, there is a glut and the real problem rapists, child pornographer etc can slip through the cracks amidst the crowd

40 and 20 is not something you see every day, but creepy?

I'd go with inappropriate but not creepy.

Creepy suggests that a 40 year old guy has some kind of pathology if he wants to hook up with a good looking 20 year old. That's not a pathology.

So because these people are on it, that somehow benefits rapists? You're acting like these people didn't do anything wrong. You can't have sex in front of children.

Don't frick in front of kids (or anyone else that doesn't want to see it for that matter). It's offensive, it' sexual. What more do you need? Of course it's not equivalent to rape, but it's not exactly unrelated either.
