The location has nothing to do with it. It is because it was in public in front to of children. This is a much better application of the registry than a guy that pees in some bushes at Mardi Gras.

When 2/3 of sex offenders on the list are non violent/future threats, there is a glut and the real problem rapists, child pornographer etc can slip through the cracks amidst the crowd

I'd go with inappropriate but not creepy.
Creepy suggests that a 40 year old guy has some kind of pathology if he wants to hook up with a good looking 20 year old. That's not a pathology.
