The US refugee program requires that every applicant pass a security check. No exceptions.

Enhanced security screening is a joint responsibility of the Department of State and the Department of Homeland Security and includes the participation of multiple U.S. Government security agencies.
Officers from the Department of Homeland Security’s U.S. Citizenship and Immigration Services (USCIS) review all the information that the RSC has collected and also conduct an in-person interview with each refugee applicant before deciding whether to approve him or her for resettlement in the United States.

There have been no reported incidents of terrorism from the several hundred thousand Middle Eastern refugees that have been accepted over the past couple of decades, so it does seem to be working.

That's absurd. In the last 20 years or so there have been beheadings by Muslims in Chechen Republic, Thailand, England, the U.S., Iraq, Pakistan...

I was referring to beheadings considered legal when and where they took place. I'm not terribly concerned about random and illegal violence by individuals because it is quite rare - much more so than, say, gang violence, car accidents, etc.
At any rate, there have been none such committed by legal refugees in the US. There was one beheading in the US that I know of, but it was committed by a natural-born US citizen with a rap sheet - not by a refugee from somewhere else.
