I'd like to see a few more videos for reference. One single video can be a hoax or a viewpoint that makes things look very different, but if I see 5 different angles and different sides of the "city" then I might think differently about this

Could be a Fata Morgana. Mostly seen in areas where you have a temp inversion and colder layer close to the surface. I've seen several around here.
