At first glance...

Why was this kid unsupervised at such a restaurant?

How did he manage to squeeze into the spot specified?

Why is there access to the civil/mechanical aspects of the structural portion of the building from the inside of the restaurant?

So many questions

I have eaten there. I really don't recall anything structural or mechanical at all.

It's at the top of the Westin in downtown Atlanta. One of the tallest 2-3 hotels in the USA.

I mean, there has to be extenuating circumstances because there really isn't anything to get caught in that I saw when I was there that was open to the public

I wonder if a shoelace or some part of his clothing got caught in the seam between the rotating floor and the outer wall/windows and it was the tables and chairs that were still rotating that caused the injuries.

I've never been there and it's really hard to tell what happened based on the information in the linked story.

This is what I was thinking. This restaurant has been open at least since the 1980's, so needless to say it's been a very long time. The only thing I think that allowed him to get caught in a particular spot was that perhaps there was maintenance being performed at a location that someone may have removed some safety device.
Just a thought.

No. He wedged part of his body into the 4 inch space between the rotating restaurant and the stationary wall while wandering around the restaurant playing, etc.

At least that's how it was relayed in another article.

ETA - That's sort of how it reads in this article as well.
