On a serious note, when you employ the 22 and 15 simultaneously and at the same time, it's scary. Compliment each other well and detract from the others flaws. Like clubbing baby seals.

The Air Force has an operational squadron. They just started dropping them to UPT students a few months back.

This is every service when you are talking about Appropriation Code 3400 which is also known as Operations and Maintenance (O&M) funds. It does not apply to Appropriation Codes 3600 (Research, Development, Test and Evaluation [RDT&E]) nor Appropriation Code 3010 (Aircraft Procurement) funds. There are other types of procurement codes that follow the 30XX coding, but 3010 is specific to aircraft and aircraft equipment. Further, 3600 money is good for a total of 2 years (i.e. 3600 money that was provided in the FY16 budget can be used in both FY16 and FY17) and 3010 money is good for a total of 3 years.

Needing to spend money had nothing to do with why the F-14 was divested. It was divested because it's primary edge came from its radar and the AGM-54 Phoenix missile. As those two systems aged, the F-14 was losing its edge in the Air-to-Air role and wasn't really good in a ground attack mode (they tried using it for that in OIF in 2003). Compare that with the Super Hornet that is superior in Air-to-Air and Air-to-Ground, it was a pretty easy decision.

I deployed with several of the early F-14 squadrons and in their day, they fulfilled the roll they were designed for. They were maintenance intensive and corrosion issues were no different than any other aircraft exposed to that environment. When the day came to put them away, it was time. Their once bright paint schemes replaced with drab gray only made it more sad.

Those two planes did not endure the airframe loading from carrier launch and recovery operations, or spend most of their operational lives in a corrosive environment.

It's because air to air combat is not really a thing anymore. The last time was in the late 80s when a few Migs were shot down by Pete Mitchell.
