Right and Wrong are often easily defined.
Venue and Situation are sometimes taken into account, and often applied... by many.
Buying at a football game, you risk poorly prepared food, spoiled food, stale food, cold foot, hot drinks, long lines, and high prices but you get convenience, sorta.
If you get lucky, you get a cold drink, hot food safely prepared and a break on the price.
I can't imagine anyone inventorying cups at a football game. At a convenience store, I'm not going to let the clerk short herself.

That's a pretty dumb thing to say. There is not an obvious right or wrong answer to everything.
In this particular case, the ethical thing to do is to give the money back. The real debate in my opinion is if it matters or not. If the cashier doesn't lose the money, I say it's fine to do the unethical thing.

I think cups are pretty much inventoried everywhere...can you imagine the number of drinks that would be given away to friends at each game if they weren't?....

Give the money back....
Don't want the person working the concession stand for minimum wage to get stuck paying for it out of their pocket.
