70802 is around Exxon I believe.

70802 is Old South BR, and just east of downtown. 70805 is the heart of North BR.

They do this every year around the same time.

If you are a crackhead and don't send your kids to school just hang out at the apartment unit next door they will not find you. You can even drag the chair you sit in near your neighbors door. After the week is over drag the chair back to your door. You can still sit outside just not infront of your door. They are not going after this very hard.

It's just a feel good show to make them feel like they accomplished something.

Sounds like this is the same areas that have a high crime rate.
