Dude with neck tats tried to steal our scooter

We purchased our son an awesome scooter for Christmas. It must be very in demand, because it's out of stock everywhere online.
I called Slidell Toys R Us, and they had it, so I raced over. One left and I got it! When I was browsing...with my hand ON my cart full of other items, a man suddenly zips through my peripheral vision, slyly snatches the scooter out of my cart and then walk-runs away. I yelled out, "That's mine, bring it back, HEY!" He stopped, turns around, walked back and sheepishly put it right back in my cart. He said, "Oh my bad, I thought that was an abandoned buggy."
If he he didn't turn around I probably wouldn't have chased him because people are crazy.
