Go to any one of the shelters in the area and get a 2 year old dog of the size you want... Already past the puppy stage so less likely to chew sh*t up and no surprises on how big it will get.

Staffordshire Bull Terrier. Get to about 38 pounds. Smart and lots of fun.

And to add: if shedding isn't an issue, Corgi's are awesome dogs. I've been around many breeds and outside of the fur issue, they may be my favorite breed yet. The males can be a bit domineering with other male dogs(mine has absolutely no fear of any dog for any reason, which often makes me nervous), but he gets along with any and everyone. They're herding dogs though, so they require a good bit of exercise. That's something I find many people don't know about the breed. They were bred so short so that if cattle were to attempt to kick them, they were short enough to avoid contact.
It's fun watching mine have a panic attack as I throw multiple toys in multiple directions. His herding instincts kick in and he quickly groups the toys back together. He also feels the need to herd anything running away from him.

The border collie isn't going to be happy in an apartment by himself. They are all about having a job to do.

Best thing you can do imo is adopt one from the shelter. I adopted a 2 year old chihuahua mix a few years ago. He is about 11 lbs and is an awesome dog. One of the best decisions I ever made.

border collie was put in for IQ , he could cook, clean answer the phone, let himself out for a run, back in, lock up , call 911 if needed
