They have the right to force you to do most things if they really want to.

Generally states have the power to create reasonable mandates that protect the health, safety, and welfare of their citizens. The extent and locus of that power varies from state to state, and in many cases is open to interpretation by the courts.

I'm not sure, but businesses sure can. We have an order in this area to wear masks, but the sheriff already said he wouldn't give tickets out for it. Despite that, good luck getting into any business without one right now.

The words "promote the health, safety, education, and welfare of the people" are literally in the preamble of the Louisiana State constitution. So the state government DOES have some power to do this.
But which branch of government has the power to promote these things? Executive? Legislative? That part is unclear. It is also unclear whether there are limits on those powers. Those are the questions left for interpretation.

If they are going to force you to wear a mask they should provide them.
We were told weeks ago to not buy masks and "save them for those who need them" well now you can't find them and we are required to wear them in Travis County.
