Did eBay change their payment policy?

I just sold something for the first time in forever. It looks like you have to wait for the item to arrive to be paid now?

Only to a point, once you have enough sales and positive feedback you get the money as soon as it hits paypal.

If you buy the shipping label through ebay/paypal or add the tracking number, PayPal will release your funds a couple days after tracking shows that the package was been delivered. Otherwise, I believe it's 21 days for new sellers who opt not to use tracking.
