I've never been to South Africa but people over here don't really get that we don't have what are called "slums". The U.S. has ghettos, not slums. I've seen them in Argentina, and they are just overwhelming.

Chile and Uruguay are great and stable.
Argentina is an economic basketcase and has been since the 2001 meltdown. It's only gotten worse in recent years. Basically all their positive steps in economic development have been undone. Last time I was in Buenos Aires, there were legit Brazilian style Flavelas in the middle of the city that were never there before.

They are both highly educated in many professional fields, except math and sciences. If you're an engineer, they'll have a blow job ready for you while you're waiting in the customs line. They'll be desperate for engineers for another decade.

they seem to go through that every few years as does Ecuador, which I'll add to the non shithole list, pretty neat place and very expat friendly
