Usually just called Toxic Masculinity and it's a red flag that the person using the phrase is either a feminist or a cuck. Very complex topic and to truly understand requires you to go down the rabbit hole of gender politics. If you want a better understanding I would watch The Red Pill and look up some videos on youtube by Joe Rogan, Gavin McInnes or Paul Joseph Watson who cover the topic frequently.

It's basically a condemnation by women or the testosterone-deficient of anything perceived as macho: strength training, locker room talk, gun ownership, hunting, offroad vehicles, rating women's attractiveness.
