I already queried state ATC on this years ago. A resounding NO.

odd that they can setup at fairs and festivals but not roam the neighborhoods selling

almost assuredly not

I'm not sure the exact laws in LA, but as someone who travels all around the country and deals with the sale of alcohol, every state I've ever pulled a permit or license requires a stationary physical address &/or structure

Those are businesses that have a fixed physical address with a license and then get a temp waiver to sell at a licensed event. Entirely different than just roaming about selling booze. In the eyes of ATC, they wouldn't know where you were so they couldn't monitor you and, more importantly, make sure you were paying all your taxes. It all comes down to revenue in the end. No way they are allowing a mobile cash based business.

a park, field, whatever - still has an address

most times when a permit is filed, even for a temp sale of alcohol permit, they need to see some sort of CAD or plans which reflect a fencing or perimter

every state is different, some require "corrals" some dont - some are easy like Wisconsin, Missouri, Georgia

others, like Cali, Mass, Illinois have alot of red tape

Instead of little kids skipping down the street, money in hand saying "ice cream man, ice cream man"

Adults skipping down the street saying "margarita man, margarita man".

Been maybe 20 years ago, but knew a guy who set up a house boat on the Amite selling frozen Daiquiris. Was all legal with ATF in the begining. He was making a killin.
