Cops using Uber doing Police work- Is this a thing?

I was eating dinner at a friend's house last night, and one of the couples that was there spoke of something that happened on Saturday night.
They took an Uber from the bar, and the driver told them that he was an off-duty cop, and they mentioned that he was eerily quiet and un-engaged most of the ride(which I supposed isn't that out of the norm for an Uber driver.)
They said that they asked the Uber driver if he would swing by McDonalds drive-through, and he did. He said that while they were in the drive-through, a strong stench of marijuana became evident outside of the vehicle, presumably from the vehicle in front of them.
They told us that the driver had his police radio in the car, and called in the tag of the vehicle in front of them, and he requested for them to be pulled over. The car pulled off, so they aren't sure if he got pulled over or not.
Firstly, if the vehicle in question was riding around smoking a blunt with the windows down in a drive-through, they likely deserved any consequences that they might have faced. I'll go ahead and get that out of the way.
Secondly, it didn't seem like through the conversation that he was exactly trying to use Uber as an undercover guise, seeing as how he told them that he was police.
My question is, does his actions seem unethical to anyone else to be doing police work when you are driving folks around for money? Not to mention that the marijuana smell could have come from another source, and not the vehicle in front of them.
It would have given me a really weird vibe if I were in my friends' shoes, being the passengers of the Uber, and they stated that they were weirded out.
It also made me think about how LE could easily use Uber in some kind of random undercover aspect.
Thoughts?

I guess that really wouldn't be much different than if he was an off-duty cop and called in the plate on his cell phone.
He told them he was a cop, at least. Did he have his badge & gun on him?

It seems a little....odd, I guess. But I supposed there's nothing really wrong with it. He was up front so it's not like he was trying to pull a fast one on the customers. Also of note...if he truly did believe the car ahead was smoking a blunt, should he turn a blind eye simply because he hadn't punched the clock that day?

Considering I often being weed with me when I'm going out drinking, I wouldn't like it. Unless it was in State where it's legal.

This! I would actually feel more comfortable if my Uber drivers were off duty police.

Yes he should turn a blind eye because it's fricking weed. Stop wasting tax payers money arresting and incarcerating people that use marijuana. I don't smoke weed but I think it's ridicolous to lock people up over it. Much bigger problems out there.

Was their ride unsatisfactory somehow? And didn't he swing them by mcdonalds when they asked? Sounds like your friends are kind of jerks.

Normally I would agree... but if it's coming from an operating vehicle, that's a little different. Even in states that have legalized marijuana it's illegal to drive while under the influence.

How is it any different than an off-duty cop driving around and calling something in? It's not as if he jumped out and arrested the suspects in front of the customer. He's free to do as he pleases in his off time, and in this case it sounds like he was making some extra cash. I've called in several DUIs when folks were putting their life and others in danger, and I'd probably do the same if I were driving for Uber.
With that said, this cop is a dick for popping folks for weed.

no. He is a cop whether he is on duty or not. It would be unethical for him to ignore crimes when he isn't on the clock.

Nothing wrong with it at all, and he handled it perfectly.
1) Cops don't get paid all that well and often take a side job. You'd think a cop who spends his shift driving around town would know the area pretty well anyway, so he'd probably make a great Uber driver.
2) Uber hired him to deliver passengers to their destination. But if said passengers decided to light up in his own vehicle he can't exactly let it slide, and arresting your own passengers is a good way to get zero stars, at least. So he said upfront that he's a cop to avoid that whole mess.
3) While on a ride he observed lawbreaking activity. Of course he reported it, why wouldn't he?
