So can we all safely assume that there were no other black police chiefs that did a better job than Murphy Paul? Is this the best example they could find, or is this just one of those awards where everyone simply gets it for being a certain skin color and following the agenda?

As a matter of fact, it is a proven fact that black people can't be racist. Just ask any talking head of the news media that involves CNN, MSNBC, ABC, CBS, and the like.

One might say that if he is the best, and awarded for his performance, the others must have done an even worse job than he did.
