Not every law applies to everyone. But it's up to you to be aware of the laws that do apply to you.

He misspoke about "writing him up". A citizen cannot formally give a ticket whether it's a governmental employee or public citizen, but they are allowed to file a complaint, which is probably what he meant.

You're completely accurate with that statement. You should be aware of the laws that you hold in your day to day activities. If you drive for work, then know the laws about your rights that are relevant to you. Know the laws about protecting your home and your family. You necessarily don't need a full understand of each and every law. Do you understand the laws associated with filing your taxes? Probably the ones that are going to ensure the largest return for you.

Yes, many cops are total dicks, but the majority of them aren't. This self-righteous douchebag just carries his camera around hoping to catch one of them in a bad moment and be a "counterculture" (now mainstream) hero.
