He was not the first to arrive. This cop doing the shooting was on the scene less than 30 seconds before he opened fire.

No I'm not. All of these cops are trained to kill once they begin firing shots. They thought he had a weapon and didn't want him to discharge it while he was on the ground. Its the same thing they teach when you get your concealed carry permit.
