Car with handicap tag parked in non- handicapped parking spot

When handicapped spots are available. Should they be ticketed or can they park wherever they please?

Maybe the handicapped person wasn't in the car and they loaned it to someone who isn't handicapped

Wow, just a simple question. I saw this at Lowes on Saturday morning. Plenty of handicap spaces available as always, regular spaces, not so much. Just don't know why they would do this.
I guess since they're handicapped we should feel sorry for them and not question it.

I park in handicapped parking spots all the time. The only people who use them are entitled baby boomers.
