Can a high school student move summer before college and become"in state"

Depends on the state but 90% of the time, No.

Usually it takes 4 years or so WITHOUT being in school. Most states specifically want to block people from doing exactly that thing.

I believe the rule at LSU is you must have filed your taxes in that particular state. So you have to work for a full year in the said state first.

For LSU, you have to be a resident of the state for 1 year prior to the 1st day of class to qualify for in-state tuition. LINK

I think that is the main thing in most states.

Prove residency for at least 12 months.

Can't speak for anyone but Mississippi but in MS you have to be an established resident (permanent address, drivers license, car tag, etc.) for one year before you can claim in state tuition.

If you start college as an out of state resident, you cannot establish this until the age of 21. The trick at MSU that people use is they move to Starkville, establish residency, and go to EMCC for a year.

Some schools offers in state tuition to students from adjacent states. Some of the E Texas schools have done it for Louisiana students.

It's possible but much harder than it used to be.

10 or more years ago you could set up a PO Box (better yet use a friends home addy) and establish a local bank account several months before enrolling. Then get a cell phone or some other bill established to that address and paid via the local bank account. Add in a Drivers License or resident ID from the same State and you were good to go. What's critical is that the paper trail has to be consistent from day one.

The schools are much more savvy now.

If you're in Mississippi, Louisiana, or Alabama you can get in-state tuition if you are in a program not offered at an in-state school.

I knew of a couple of guys in Coastal Environmental Science at LSU from Mississippi paying in-state tuition.

"You can usually get it waived." Baylor recruiter told me this back in 2009. Mentioned something about proving you pay/paid taxes in another state or something. I ended up going in-state so I have no idea. He made out of state tuition seem like a thing to get some extra out of foreigners.
