I assumed they wouldn't be able to get explosives into a nuclear plant regardless, and they needed the ID to do some sort of sneaking into the plant and rigging it. However, I don't know much about nuclear plants and what it actually takes for one to go off. It really just can't be that simple as throw some shrapnel bombs and the thing will explode right?

According to Reddit none of this is true. They are saying no pass was stolen and he worked at a company that produces medical isotopes for hospitals.

A nuclear plant uses a different type of reaction (fusion) than a bomb (fission). So no, just blowing up a nuke plant wouldn't cause the same type of devastation as detonating a bomb, although there obviously would be some radiation spread.
A terrorist with access to a nuke plant would more likely try to cause a core meltdown, with the effects being more along the lines of Chernobyl/Three Mile Island rather than Hiroshima/Nagasaki.

If true, these Terrorist folk aren't too smart. They will obviously deactivate the badge as soon as they find out he was murdered. Hell, my badge gets temporarily deactivated if I just forget it at home for the day. They would have to cover the fact that there was even a murder and then pose as the guy without anyone knowing.
