During the last two years, my single block on Dumaine Street was torn up for 15 months. They had to spend way over a million. Couple of years back, same story for the 100 block of Chartres.

They knew there would be change orders that would balloon the price but you really never know what's down there until you dig. In Bourbon's case, the streets been there for well over two centuries...whether accounting for NEPA/NHPA compliance concerns (FEDGov to NOLA: If you find a single arrowhead, stop all construction, alert us and then hire an archaeologist to catalog it and devise a plan moving forward to inspect the area for additional historical/cultural/archaeological significance. No, I'm not making that up either) or my hunch that half the utility lines down below the surface are ancient and/or not even documented, the thought that this project would be brought in on budget is laughable.

Now...that change orders are ballooning this much? You can potentially point to Mitch and funnybusiness to support some of it. But the majority is just the nature of what they're doing and where they happen to be doing it at.

I'm surprised it didn't go out to bid. But if any local contractors are going to do it, Hard Rock is one the better ones.

The process is indeed suspect, but Hard Rock did the Sherwood Coursey intersection here in BR years ago and did a great job.

If Hard Rock is as good as they were back then, they picked the right crew, but not bidding the work or having complete documents is not in the public's best interest.
