ETA: so long as we are talking about a sugar tax. Reading , some other towns are simply passing a carbonated beverage with 0 calories which doesn't cause sugar related health problems tax.

It is another tax designed for the re-distribution of wealth. Say they gather $10 in tax. They give a contract to their brother's company to hold talk sessions for the poor. Brother hires someone to run it for $4. Brother pockets $2 and gives $4 to those involved in giving him the contract.

Now add 5-6 zeroes behind each number.
