Bend, Durango, Telluride, and Coeur d'Alene are my favorite Western towns. Not sure I'd want to raise a family in any of them, though. fricking snow, man.

LA: Lafayette, Baton Rouge, NOLA, .... North Shore....... um .... , .... ... I guess Bossier.

In LA: most of Lafayette MSA, Calcasieu Parish, Bossier Parish, Ouachita Parish (minus Monroe), Ruston, or St. Tammany Parish

I don't know if BR makes the top ten. Yes, you can raise kids in a good environment if you send them to the best private schools. But you can turn any shithole into an acceptable place to raise children if you throw enough money at the situation.
