Impossible to answer without knowing more details about what type of lifestyle the family will be living and what income class they are in.
There are suburbs of Detroit that are awesome, and possibly are better than most "good" suburbs in the South. Detroit proper is obviously awful for families, though. North Chicago suburbs and some of the small towns that surround it are also very very good places for families.
If we're talking just generalities across the board then I'd go with:
Boise
SLC
Austin
Chico, CA
Colorado Springs
Worcester, MA
Minneapolis

I'd second this but you would have to send your kid out of state for a decent college education. Job market is ok but cost of living is almost comical so it more than makes up for lower wages.

Destin, FL. This is the best place I have ever lived. Great schools, zero crime, unlimited restaurants and shopping, great nightlife and entertainment, some of the best fishing in the world and the most beautiful beaches in the world. The quality of life in Destin is fantastic. The weather has been fantastic this year. Low traffic (except for 2 months out of the busy season)

Salt Lake City isn't a bad choice either. Very close to great outdoor activities.

but the #1 Census designated area has to be Metairie, La.

I grew up in the suburbs of Minneapolis Champlin/Brooklyn Park). I'd have to put it up there on the list. Auburn is a great place for families, as are Madison/Mountain Brook. Areas around Nashville and Asheville are great.
Really, there are a ton of places to choose from that offer great quality of life. As someone else stated, close to family would be the best bet, as there is bound to be a great location with a 2 hour radius.

Des Moines.
Clean, safe, excellent economy, excellent cost of living, not congested, great schools, etc, etc.
Cons: winter and far from the Gulf.
