I bought a $15 set from Walmart. Came with the guards. It cuts hair. i don't think it matters what you get it's not like you'll be using it often.
Don't overthink this. When it starts to get a little scraggly run the clippers over it.

I bought some beard shampoo a few years ago. I washed it a couple times a week. Just scrubbed with hot water in the shower the rest of the week. Occasionally I'll use some coconut oil in it, then wash out the next morning in the shower. Lately I just wash it once a week. Too much washing will dry it out. Probably why you're getting the dandruff.
I only trim mine like twice a month though. I have a Remington trimmer that has a guard, but also has a dial on it to move the guard up and down. It doesn't have measurements, just levels 1-9. Anything on 1-3 leaves basically stubble. I trim to about a 5-6 length on it in the summer, and out to 8-9 in the winter.
This is the trimmer.

Yep. Cheap clipper set is all you need. Think I paid $11 for mine.
Just trim once a week and I'm done. Takes less than 5 minutes.
