Baton Rouge: What's taking so long to finish the Millerville 1-12 West ramp?

I've been living in Baton Rouge since last December and this project has hardly moved since. In NYC, I've seen entire buildings break ground and finish faster. It's fricking a fricking ramp, what's taking so long? You have to go through Harrells Ferry onto Sherwood to get back on I-12, pretty annoying.

The on ramp for I12 westbound is a clover-leaf design. If you're south bound on Millerville, take the left at the traffic light. It's open, I used it this morning. No reason to take S. Harrell's Ferry Road to S. Sherwood.

Lol bro there's an on ramp there already. I've used that on ramp more than any other on the interstate highway system.
They built it that way back in the day as a 1/4 clover leaf ramp because there was a golf course there where all that open land is.
You must have wasted a shite load of time going down to Sherwood everyday to get on 12.
