Austin folks - what's up with the bums?

I get the whole Austin is liberal thing and keep it weird shtick.
However, what's with all the bums/panhandlers. I've never seen so many in one nice area of town. They weren't particularly aggressive but there were so many that it was particularly annoying.
You'd think the city would discourage this behavior in the touristy bar areas but I didn't see one cop in the evenings walking the streets.
The town was pretty darn fun but I'd be reluctant to put it back into the visit rotation just for the bums alone.

I went to UT-Austin back in the 80's and they were everywhere back then too.
